Development Applications on Exhibition

Submissions must be made in writing and must clearly indicate the name, address, phone number and email address (if available) of the person making the submission. Please attach a completed Submission Cover Letter. The submission should relate directly to the Development Application and if the submission is by way of objection, it must state the reasons for objection. Any submission received by Council may be: 

  • Referred to the applicant for consideration;
  • The subject of freedom of information requests under the Government Information (Public Access) Act 2009; and
  • Included in Council Business Papers.

All submissions must be addressed to the General Manager, Forbes Shire Council, PO Box 333, 2 Court Street, Forbes. Submission makers may choose to address Council through Open Forum at any Committee Meeting or Ordinary Meeting of the Council at which the Development Application, the subject of the submission, is reported.Council reserves the right not to consider anonymous submissions.

Development Proposals on Exhibition

The planning instruments currently on public exhibition can be downloaded by clicking on the links below or may be inspected at Council’s offices at 2 Court Street, Forbes between 8.30am and 5.00pm - Monday to Friday - public holidays excluded. Submissions must be in writing and received by Council prior to 5.00pm on the closing day of the exhibition period. A submission by way of objection must set out the grounds of the objection. Please send your submissions to Forbes Shire Council, PO Box 333, Forbes NSW 2871.

Planning Instruments on Exhibition

Voluntary Planning Agreement: A VPA between Genex Power Limited and Forbes Shire Council for State Significant Development 8803, Jemalong Solar Project. 

Please be advised that in accordance with Section 7.5 of the Environmental Planning and Assessment Act 1979 a Voluntary Planning Agreement (VPA) has been proposed between Forbes Shire Council and Genex Power Limited for Jemalong Solar Project.What is a VPA?A VPA is created where an agreement could be reached between a developer and Council that benefits both the project and the general public. VPAs can create a win/win outcome by providing developers with the opportunity to achieve construction efficiencies on public infrastructure and include an agreement to provide or fund public amenities or public services

A VPA may include:   

  • Dedication of land
  • Monetary contributions
  • Construction of public infrastructure 
  • Provision of materials for public benefit and/or use, or
  • A combination of the above 

What is included in the proposed VPA?

In summary, the proposed VPA allows for an annual contribution to a Community Enhancement Fund of $40,000 to be allocated to community-based projects associated with Forbes Shire Council’s Climate Change Initiative Program. This contribution will continue until such a time the Project Operations cease.Where can I view the proposed VPA and how do I make comment?

In accordance with Section 7.5 of the Environmental Planning and Assessment Act, the proposal will be on public exhibition from the 15 January 2020 until the 12 February 2020. Any person may make a submission relating to this proposed agreement. All submissions must be received in writing by council, addressed to the General Manager, on or before 5:00pm on 12 February 2020 either by email to forbes@forbes.nsw.gov.au or via post: PO Box 333, Forbes NSW 2871. Council wishes to advise that it is in receipt of a Planning Proposal to add to Schedule 1 Additional Permitted Use of the Forbes Local Environmental Plan to allow the subdivision of Lot 6 DP 619205 into five 2 hectare lots of land. The proposal will be placed on Public Exhibition for a period of 28 days from 25 October 2019 to 22 November 2019. The Proposal can be viewed at Councils offices or on Councils website. Submissions should be made in writing, addressed to the General Manager at PO Box 333, Forbes NSW 2871.

On 15 March 2018, Council resolved to place the Draft Forbes CBD Masterplan on public exhibition for 28 days from 23 March 2018 to the 20 April 2018. The Draft Forbes CBD Masterplan was considered at the June 2018 Council meeting and remains a draft plan. What is the Forbes CBD Masterplan? The Forbes CBD Masterplan aims to revitalise our CBD. The plan has a 10 to 15 year timeline and focuses on economic opportunities, tourism opportunities and urban design components, including landscaping. The Masterplan will be critical for the realisation of a successful and coherent town centre that meets the goals and needs of the Forbes community.
